Resumption of shipping ports of Melbourne and Hastings
Please find a link to Notice to Mariners 404 (T) – 2022 Safe clearing of commercial vessels (SOLAS) from Port Waters – cancelled.
The NtM advises mariners and port users that Svitzer Australia have announced the planned lockout of tug crews will not proceed and planned shipping movements and port operations can recommence.
As such, Ports Victoria will coordinate a staged resumption of shipping within port of Melbourne effective immediately. The scheduling of vessel movements will be coordinated through Melbourne VTS.
Shipping will also resume within the port of Hastings.

DECLARATION OF BOATING ACTIVITY EXEMPTION
Ports Victoria as the port management authority for the Port of Geelong makes the following declaration under section 203(3) of the Marine Safety Act 2010 (Vic).
For the purposes of boating activity conducted by Australian Offshore Powerboat Club, persons and vessels involved in the 2022 Geelong Offshore Superboat Championship are exempt from the following requirements:
State Rules made under the Marine Act 1988
- Clause 2(c) – must not exceed 5 knots within 50 metres of another vessel
Marine Safety Regulations 2012
Modification For the purpose of boating activity conducted by the Australian Offshore Powerboat Club “Schedule 1 – Types of personal floatation devices”, of the Marine Safety Regulations 2012 (MSR) is modified to include a personal floatation device (PFD) is a PFD type 1,2 or 3 if it complies with the current Australian Power boat association (APBA) rule book.
Subject to the conditions detailed below:
- Masters of rescue vessels are only exempt from item 1 when undertaking a rescue operation to retrieve persons in distress, provide for their initial medical or other needs and deliver them to a place of safety.
- Masters of competing vessels are only exempt from item 1 for the duration of their event and only applies when within 50 metres of another competing vessel.
- Persons on competing vessels must wear PFDs that comply with Rule 801 of the current APBA Rulebook.
- Persons on course official and rescue vessels involved with the event must wear a personal floatation device at all times during the event, excluding rescue divers, and vessels must have all prescribed safety equipment.
- In the event of any incident that results in hospitalisation or fatality involving a person or vessel directly or indirectly involved in the event, these must be immediately reported to Victoria Police. In the case of all other incidents, Maritime Safety Victoria requires an incident report within 7 days and a finalised report within 30 days.
- The exemption and modification apply from 12:00pm – 3:00pm Saturday 26 March and 10:00am – 2:00pm Sunday 27 March 2022, in waters 200 metres from shore within the exclusion zone from Rippleside to Limeburners Point along the southern sector of Corio Bay.
- The exemptions apply provided the stated safety controls and undertakings detailed in the application form and associated documentation are adhered to.

Geelong Offshore Superboat Championship Event 10-11 April 2021
Victorian Regional Channels Authority as the port management authority for the Port of
Geelong and Parks Victoria as the declared waterway manager for Local Port of Port Phillip, makes
the following declaration under section 203(3) of the Marine Safety Act 2010 (Vic).
For the purposes of boating activity conducted by Australian Offshore Powerboat Club, persons and
vessels involved in the Geelong Offshore Superboat Championships are exempt from the following
requirements:
State Rules made under the Marine Act 1988

2. Clause 2(c) – must not exceed 5 knots within 50 meters of another vessel.
3. Clause 4(a) – must not exceed 5 knots within 200 meters of the water’s edge

Port Phillip within 200 meters of the waters’ edge
5. Clause 1.4.12 (c) of Schedule 1 – The master of a personal watercraft must not operate
the personal watercraft: for any purpose other than transiting in the safest most direct course
to, or from the shore and/or a boat ramp or berthing facility (including a jetty, pier or mooring),
whilst operating within designated 5 knot speed restriction zones.

Local Port of Port Phillip – of Corio Bay approximately 200m offshore between Rippleside Beach to
Limeburners Point along the southern sector as marked by buoys. - The exemptions apply provided the stated safety controls and undertakings detailed in the
application form and associated documentation are adhered to.
